AB359 Passes Assembly Floor

AB359, Groundwater Management Plans, Huffman, passed through the Assembly yesterday and on to the Senate. The bill requires groundwater recharge mapping as part of an SB1938 compliant groundwater management plan, and also incorporates additional local agency reporting requirements, including submittal of GMPs to DWR.

Bill Introduced to Incorporate Recharge Area Mapping into Groundwater Management Plans

Assembly Member Huffman, Chair of the Assembly Water, Parks and Wildlife Committee, has re-introduced his recharge area mapping bill from last year using the same language. This bill adds requirements to SB1938 compliant GMPs to map recharge areas in their basins, and to provide the recharge maps to local planning agencies. This bill is good policy, GRA co-sponsored the bill last year with CGC, and the bill was successfully passed through the Legislature and made it to the Governor's desk, who then subsequently vetoed it. The climate at the Capitol is different this year with a new governor and renewed energy, and GRA is optimistic that this bill will become law this time around.
