At their Annual Meeting in Rohnert Park, California, GRA presented their Lifetime Achievement Award to Dr. John Bredehoeft for his extraordinary contributions to the science of groundwater. Dr. Bredehoeft presented an exceptional keynote address at the meeting on the subject of groundwater sustainability and the water-budget myth. The Lifetime Achievement Award is presented for exemplary contributions to the groundwater industry.

GRA also presented its Kevin J. Neese Award to the California Department of Water Resources for publication in 2003 of its updated Bulletin 118: "California's Groundwater". The Kevin J. Neese Award recognizes significant accomplishments by a person or entity within the most recent 12-month period that fosters the understanding, development, protection and management of groundwater. The award was presented to Carl Hauge, Chief Hydrogeologist representing the Department of Water Resources.
