  • Directs the preparation and administration of annual budgets; identifies needs and makes or approves purchases for necessary supplies, materials and rentals to accomplish division assignments;
  • Coordinates legal issues with County Counsel; may appear in Court as an expert witness regarding FCGMA and WPD matters;
  • Supervises, hires, trains, counsels, and recommends disciplinary action, and evaluates professional and technical staff; supervises subordinate staff in the assigned work unit including disciplinary actions;
  • Manages the calculation and collection of FCGMA pumping records, compliance with ordinances, assessment and collection of penalties and fees;
  • Implements, interprets, and adjudicates FCGMA ordinances and recommends changes to existing ordinances or new ordinances as necessary for proper management of water resources; and
  • Performs related duties as assigned.

TYPICAL QUALIFICATIONS
These are entrance requirements to the examination process and assure neither continuance in the process nor placement on an eligible list.

EDUCATION, TRAINING, and EXPERIENCE: Completion of a Bachelor's degree in geology, civil engineering, a related degree, or equivalent, and at least four (4) years of progressively responsible professional geologic and hydrogeologic experience, including at least one year's experience supervising technical staff.

Comprehensive knowledge of natural and physical science, geology, hydrogeology and engineering geology is required. Must have knowledge of state, federal and local laws pertaining to water resources and water quality. Knowledge of water conservation practices, well-head protection policies, sources of groundwater contamination, CEQA and land development and impacts to groundwater resources, well construction and destruction requirements, well efficiency methods, groundwater management, groundwater supply and water quality monitoring, environmental program coordination, and hydrology is necessary.

Must be able to establish and maintain effective working relationships and to communicate effectively orally and in writing. Knowledge of personnel management is needed. Skill in public speaking, giving PowerPoint presentations, and managing multiple tasks simultaneously is required. Basic knowledge and understanding of Microsoft Office Suite (Word, Excel, Access) are required. Experience in GIS is desirable.

NECESSARY SPECIAL REQUIREMENTS: Possession of California registration as a Geologist or Civil Engineer is highly desirable and may be used as a screening criteria.
