PRESENTATION:

This presentation will discuss the following significant Water Board activities and issues in its groundwater programs. There will be time for questions and discussion.

• Update on vapor intrusion – Including status of statewide guidance,  this region’s environmental screening levels, and pending update to this region’s vapor intrusion “framework” (with a focus on vapor mitigation)
• Planned update to this region’s low-threat closure tool
• Regulating contaminated groundwater discharges to surface water
• Other Water Board news – including recent direction from Board members and SCAP grants

SPEAKER BIOS:

Stephen Hill is the Toxics Cleanup Division Chief at the San Francisco Bay Regional Water Quality Control Board, a position he has held since 2000. The division oversees cleanup at soil and groundwater contamination sites in the region. He joined the Water Board in 1984 and has worked in several programs since then, most recently site cleanup. He has a Masters in City Planning from the Massachusetts Institute of Technology (MIT) and a Bachelor of Arts from the University of California at Santa Cruz (UCSC) in mathematics and environmental planning.

Ross Steenson is a senior engineering geologist (specialist) with the San Francisco Bay Regional Water Quality Control Board in the Groundwater Protection Division. His professional experience since 1989 has focused on environmental site investigations and remediation. He joined the Regional Water Board in 2008 and managed DoD and private cleanup cases. In his current role, he prepares guidance and provides technical support to staff regarding vapor intrusion, contaminated groundwater discharges to surface water, contaminated sediment, and risk assessment.

Cheryl Prowell is the Site Cleanup Program Manager for the San Francisco Bay Regional Water Quality Control Board and Section Leader for the Central Bay Section of the Toxics Cleanup Division. Her section focuses on overseeing cases in San Francisco, San Mateo, and Alameda Counties. She has a degree in Engineering from Harvey Mudd College in Claremont, California. She began her career as an environmental consultant working on contracts primarily for U.S. EPA and the Department of Defense. She joined the San Diego Water Board in 2007, where she worked on a variety of DOD, Site Cleanup, and land disposal projects prior to returning to the Bay Area in 2012.

Alec Naugle is the Department of Defense Cleanup Program Manager for the San Francisco Bay Regional Water Board and a section leader in the Groundwater Protection Division. His section oversees solvent and petroleum cleanups at industrial facilities, drycleaners, military bases, and Department of Energy laboratories. He principally-authored the region’s 2009 low-threat assessment tool for chlorinated solvent sites and has contributed regulatory perspective to ITRC guidance and training on contaminant mass flux, DNAPL site characterization and remedial strategies, and enhanced attenuation of chlorinated organics. He earned a bachelor’s degree in chemistry and geology from Marietta College in Ohio and a master’s degree in groundwater hydrology from the University of California at Davis in 2001. He is a California Professional Geologist.
