SF Bay Regional Water Quality Control Board’s Annual Regulatory Update

Abstract

The presentation will discuss the following significant Regional Water Board activities and issues in its groundwater programs. There will be time for questions and discussion.

  1. Introduction (Alec Naugle)
  2. Board News (Alec Naugle and Keith Roberson) – Staffing and operational changes, updates for UST and Land Disposal Programs
  3. Strategic Priorities
    1. Cleanup Case Management (Ross Steenson) – Feasibility evaluations, reasonable timeframes and accelerants, long-term O&M, community engagement, local agency coordination, sea level rise and groundwater resiliency expectations for cleanup sites in vulnerable areas
    2. Vapor Intrusion Case Management (Nicole Fry) – Regulatory approaches, VI mitigation systems approach and guidance, remediation and cleanup levels
    3. PFAS Investigations (Kimberlee West) – State Board orders, prioritization approach, PFAS ESLs
    4. Groundwater Planning and Prioritization (Yemia Hashimoto) – Groundwater priority basins/areas, supply well protection, evaluation and protecting existing and potential beneficial uses

SPEAKERS:

Nicole Fry is a Research Scientist in the Toxics Cleanup Division. She joined the Regional Water Board in 2015 to provide support reviewing risk assessments, providing risk communication, and managing cleanup cases. Currently, she is a member of the Environmental Screening Levels team and the CalEPA Vapor Intrusion Workgroup. She has a PhD in Chemistry from the University of California at Santa Cruz.

Yemia Hashimoto is an Engineering Geologist in the Groundwater Protection Division. She oversees cases in the Department of Defense and Site Cleanup Programs. She joined the Regional Water Board in November 2014 after 16 years in the environmental field overseeing site investigations and remediations. She is a key member of the Sustainable Groundwater Management team in Region 2. She earned a bachelor’s degree in geology from The University of Texas at Austin and a master’s degree in hydrological sciences from the University of Arizona. She is a California Certified Hydrogeologist.

Alec Naugle is the Chief of the Toxics Cleanup Division. The Division oversees cleanup at soil and groundwater contamination sites in the region. He joined the Regional Water Board in 1999. He principally-authored the region’s 2009 Low-Threat Assessment Tool for Chlorinated Solvent Sites and has contributed regulatory perspective to ITRC guidance and training on contaminant mass flux, DNAPL site characterization and remedial strategies, and enhanced attenuation of chlorinated organics. He earned a bachelor’s degree in chemistry and geology from Marietta College in Ohio and a master’s degree in groundwater hydrology from the University of California at Davis. He is a California Professional Geologist.

Keith Roberson is a Senior Engineering Geologist and the Land Disposal Program Manager within the Groundwater Protection Division. Keith oversees 6 geologists and engineers that work on a mix of landfills and cleanup sites. He has been with the Regional Water Board for 21 years and is a California Professional Geologist. During the early part of the Anthropocene Era, he obtained BS and MS degrees in Geology from the University of Alabama and a PhD in Geology from the University of Tennessee.

Ross Steenson is a Senior Engineering Geologist (specialist) in the Groundwater Protection Division. He provides technical support to staff, oversees a small number of cases, and develops guidance. Regarding guidance, currently, he is a member of the ESL team and the CalEPA VI Intrusion Workgroup.  He joined the Regional Water Board in 2008 after 19 years as a consultant in environmental site investigation and remediation. He earned a bachelor’s degree in geology from The College of William and Mary and a master’s degree in geology from Miami University. He is a California Certified Hydrogeologist.

Kimberlee West is a Water Resource Control Engineer in the Toxics Cleanup Division. She is a member of the Regional Water Board’s PFAS team and Source Well Protection team and manages cleanup sites throughout the Bay Area. Her background in bioremediation is highlighted by scientific journal publications focusing on reductive dechlorination of chlorinated solvents. She earned a bachelor’s degree in civil engineering from Purdue University and a master’s degree in environmental engineering from the University of California, Berkeley.
