Join GRAC member John Bliss for an insider’s wild and irreverent trip through the history and current status of commercial cannabis in California…and learn a little bit about groundwater.

Speaker Bio:

John Bliss

John Bliss, a professional engineer and President of SCI, specializes in local cannabis policy, and special revenue consulting. He was instrumental in developing the now-standard implementation process used by most municipalities in California to implement local cannabis policy. John’s fee, tax and assessment revenue consulting includes implementation of funding for flood control, storm drainage, groundwater sustainability, wildland fire, parks and recreation, affordable housing and homelessness services, and local infrastructure. He is a graduate of Brown University with a Bachelor of Science Degree in Engineering. He holds a master’s degree in Civil Engineering from The University of California, Berkeley, where he was a Regent's Scholar. Mr. Bliss is a licensed Professional Civil Engineer in the State of California and is a LEED accredited professional.
