Los Angeles Regional Water Board Groundwater Cleanup Program Annual Update

 

Meeting Description: 

Join us for an interactive dialogue with staff at the Los Angeles Regional Water Quality Control Board (LA Water Board). Water Board regulators will give an update on the various initiatives and programs related to groundwater cleanup. The presentation will update the following significant LA Water Board activities in the Groundwater Cleanup Programs:

1. PFAS Investigation and Regulatory Updates (Jeffery Hu and Dr. Wen Yang)
• PFAS investigative orders in LA Region
• PFAS detections in landfill

2. Site Cleanup Program News (Dr. Arthur Heath)
• Process and oversight
• Vapor Intrusion parameter input in Geotracker

3. Underground Storage Tank Program News (Dr. Yue Rong)
• Waste Discharge Requirements revision
• UST lab requirement update

4. Oil and Gas Program News (Dr. Yue Rong)
• Underground Injection Control (UIC) project review
• Conduit analysis A Q & A session will follow the presentation.

Speaker Bios

  • Dr. Yue Rong (aka, YR) is currently the Environmental Program Manager at Los Angeles Regional Water Quality Control Board (LARWQCB) for leaking underground storage tank (UST) sites, and water quality control program in oil and gas fields. He has more than 30-year experience with the Agency in dealing with groundwater contamination problems in the Los Angeles area of California. Dr. Rong earned his Ph.D. in Environmental Health Sciences from the University of California at Los Angeles (UCLA).
  • Dr. Arthur G. Heath is an environmental program manager for the LARWQCB. During his 35 years of service at the Regional Board, he has worked in planning, underground storage tanks, special projects and policy, the Well Investigation Program, and presently manages the Site Cleanup Program. Arthur graduated from UCLA with a bachelor’s degree in biology, an environmental science masters, and a Ph.D. from the Environmental Department in the School of Public Health. His environmental interests at the Regional Board include collaborative brainstorming and decision-making, regulatory challenges that benefit the environmental, and creative thinking and problem solving.
  • Dr. Wen Yang is currently the Chief of the Land Disposal Unit at LARWQCB, responsible for regulating the discharge of solid wastes, including Class III landfills, mines, and other solid waste management and treatment facilities. Dr. Yang has been with the LARWQCB since 1994 and is experienced in stormwater, wastewater treatment, site cleanup, and land disposal programs. Dr. Yang earned his Ph.D. in Geochemistry from the Washington State University.
  • G. Jeffrey Hu currently serves as a Unit Supervisor with the Remediation Section in LARWQCB. With degrees in Civil and Environmental Engineering, he has been working in subsurface soil and groundwater remediation for over 30 years both in academic and engineering consulting sectors, as well as in government regulatory agency.
