PRESENTATION:
In 2014, the State Water Resources Control Board was tasked with administering two new, significant funding sources to clean up or prevent contamination of groundwater: 1) Proposition 1, passed by the voters, included $800 million for projects that cleanup or prevent contamination of aquifers that serve or have served as a source of drinking water; and 2) SB 445 set aside part of the fuel storage tax to address groundwater or surface water contamination, which provides about $20 million annually. These funds are from the Site Cleanup Subaccount Program (SCAP) and have been focused on cleanup of soil and groundwater contamination at “orphan sites”.
The first round of solicitation for Prop 1 projects resulted in the awarding of “only” $120 million in grant funds, leaving $624 million uncommitted (after accounting for administrative expenses). Approximately, $30 million in SCAP funding has not been committed.
This talk will discuss the basic requirements for these sources of funding; describe projects that were successful in receiving funding; and provide tips on how to develop a successful project application.
SPEAKER BIO:
Joe Karkoski is an Assistant Deputy Director in the Division of Financial Assistance at the State Water Resources Control Board. Programs in Joe's branch include Prop 1 Groundwater ($800 million) and Storm Water ($200 million); drinking water and wastewater operator certification; and environmental review. Joe previously worked at the Central Valley Regional Water Quality Control Board for 15 years and for the U.S. Environmental Protection Agency for over nine years. Joe has a degree in Chemical Engineering from Michigan State University, Master in Public Policy and Administration from CSU, Sacramento and is President of the local section of the American Water Resources Association.
