 On October 5, the Inland Geological Society (IGS) and the Groundwater Resources Association of California (GRA) will host a joint meeting to learn how four Southern California agencies in different groundwater basins are working towards complying with the Sustainable Groundwater Management Act (SGMA). Since the passage of the landmark Sustainable Groundwater Management Act (SGMA) in 2014, agencies around the state have been grappling with how to comply with the new law, which, among other things, requires the formation of Groundwater Sustainability Agencies (GSAs) and preparation of Groundwater Sustainability Plans (GSPs). Overlaid on top of this are modifications to the Department of Water Resources Groundwater Basin Boundaries, areas adjacent to but outside of adjudicated basins (adjudicated basins are exempt from the GSA and GSP requirements of SGMA), and the option to submit an Alternative to a GSP if you can show that you are already managing groundwater sustainably.


SPEAKER'S BIO:

Adam Hutchinson is the Recharge Planning Manager for the Orange County Water District in Southern California. He has over 25 years water resources experience. In his 16 years at the District, he has worked as Director of Recharge Operations and as Senior Hydrogeologist. He has an undergraduate degree in Geology, and a master’s degree in Hydrology from the University of Arizona. He is a Professional Geologist (PG) and Certified Hydrogeologist (CHG) in the state of California.


Bob Page is a Principal Management Analyst in the Administrative Office of the County of San Bernardino. In this role, Bob performs special projects at the direction of the Chief Executive Officer and the Board of Supervisors.


Kirby Brill has served as the General Manager at Mojave Water Agency since October 2000. Mr. Brill has worked in the public and private sectors during his 25 plus years of experience in Water Resources management. Prior to his employment at Mojave Water Agency, Mr. Brill was the Executive Director at San Gabriel Basin Water Quality Authority and also worked for the Orange County Water District. Mr. Brill received his Bachelor of Science degree in Civil Engineering with a minor in Geology, and he also holds a Master of Business Administration. He is a licensed Professional Engineer in the State of California.

 

Brad Herrema is a Shareholder in Brownstein Hyatt Farber Schreck’s Los Angeles office and member of the Water & Public Lands and Public Agency Groups. His practice includes a broad range of water issues in the Southwest, including strategic water supply planning, water rights permitting and regulatory compliance, adjudications of groundwater rights, water utility concerns, Indian water rights and environmental matters affecting water use, including CEQA compliance and water quality issues, including those arising under the federal Clean Water Act and California Porter-Cologne Water Quality Control Act. Brad works closely with numerous public water agencies, special districts, private landowners and water utilities, assisting them with transactional negotiations, litigation and administrative agency proceedings. He serves as counsel to the Chino Basin Watermaster and the South Tahoe Public Utility District, and represents private landowners in the Antelope Valley Groundwater Adjudication and golf courses throughout the Southwest. He speaks and writes frequently on topics related to water rights and management.
