This presentation will discuss the following significant Water Board activities and issues in its groundwater programs. There will be time for questions and discussion.
- Update on vapor intrusion – including implementation of EPA’s short-term action levels for TCE and the recent Cal/EPA vapor intrusion workgroup
- News on implementing the SB445 site cleanup subaccount program, including grants
- Petroleum topics – including UST policy implementation, UST Cleanup Fund status, and this region’s guidance on polar compounds
- Other Water Board news
Speaker Bios:
Stephen Hill is the Toxics Cleanup Division Chief at the San Francisco Bay Regional Water Quality Control Board, a position he has held since 2000. The division oversees cleanup at soil and groundwater contamination sites in the region. He joined the Water Board in 1984 and has worked in several programs since then, including underground storage tanks, site cleanup, NPDES permits, waste discharge requirements, and stormwater runoff. He has a Master in City Planning from the Massachusetts Institute of Technology (MIT) and a Bachelor of Arts from the University of California at Santa Cruz (UCSC) in mathematics and environmental planning.
Nicole Fry joined the San Francisco Bay Water Board last year as a Research Scientist III. She provides toxicology and risk assessment support for the Board’s cleanup programs, including maintenance and updates of the Board’s Environmental Screen Levels (ESLs). She also oversees a small number of cleanup cases. She has a PhD in Chemistry from the University of California at Santa Cruz (UCSC) and has worked as a post-doctorate at UC San Diego doing biomedical research related to chemical sensors and drug delivery systems.
Cheryl Prowell is the Site Cleanup Program Manager for the San Francisco Bay Regional Water Quality Control Board and Section Leader for the Central Bay Section of the Toxics Cleanup Division. Her section focuses on overseeing cases in San Francisco, San Mateo, and Alameda Counties. Ms. Prowell has a degree in Engineering from Harvey Mudd College in Claremont, California. She began her career as an Environmental Consultant working on contracts primarily for U.S. EPA and the Department of Defense. She joined the San Diego Water Board in 2007, where she worked on a variety of DOD, Site Cleanup, and land disposal projects prior to returning to the Bay Area in 2012.
Laurent Meillier is the North Bay section leader in the Toxics Cleanup Division at the San Francisco Bay Regional Water Quality Control Board. The section manages the bulk of the civilian underground storage tank sites for which the Regional Board is the lead oversight agency. He joined the Water Board in 2001 and has worked in several programs since then, including site cleanup at DOD/DOE and civilian sites, enforcement, and TMDLs. He has a Master in Geology from UCSB, a Bachelor of Science from the University of Washington, and a business degree from EGC (Avon, France).
