The mission of the Department of Toxic Substances Control (DTSC) is to protect California’s citizens and environment from the harmful effects of toxic substances through the restoration of contaminated resources, enforcing hazardous waste laws, reducing hazardous waste generation, and encouraging chemically safer products.

SPEAKER BIO'S:

Ms. Janet Naito is Branch Chief for the Brownfields and Environmental Restoration Program (Cleanup Program) in the Berkeley Office. In her role as branch chief, Ms. Naito manages a staff of 35 who oversee soil, soil vapor, and groundwater contamination sites throughout the San Francisco Bay region and the North Coast. Ms. Naito also supports policy, regulatory and cost recovery issues in the department. Ms. Naito joined DTSC in 1987 and is a UC Berkeley graduate.

Brian Lewis, PG, CEG, and CHG is the Chief of the Geological Services Unit that is responsible for providing technical support for permitting, closing, and remediating hazardous waste sites. Mr. Lewis has over 34 years of experience, conducting water resources and contaminant hydrogeology projects. He obtained his A.B. degree in geology with an emphasis in water resources from Occidental College. He has worked for the Department of Water Resources, State Water Resources Control Board, and the US Environmental Protection Agency’s Headquarters (on loan from DTSC). Mr. Lewis is the State Representative on the U.S. EPA's Groundwater Forum and served for over two decades on GRA’s Board of Directors.

Kimiko A. Klein, Ph.D., is a staff toxicologist emerita with the Human and Ecological Risk Office of the DTSC. She is a regulatory toxicologist and risk assessor and has worked for the DTSC since 1990. She was involved in the training and use of a multimedia exposure model (CalTOX) that included modules for sensitivity and uncertainty analysis of various exposure parameters (1993-1997), in the creation of the DTSC Guidance for the Evaluation and Mitigation of Subsurface Vapor Intrusion to Indoor Air (2005), the publication of California Human Health Screening Levels (CHHSLs) (2005), and the update of the DTSC Preliminary Endangerment Assessment (PEA) Guidance Manual (2015). Dr. Klein has taught numerous courses in regulatory risk assessment and exposure assessment at professional societies, the University of California at Davis, Chulalongkorn University and Cheng Mai University in Thailand and has co-authored papers and textbook chapters on human health risk assessment. Dr. Klein was honored on the State of California Women’s History Calendar as an environmental scientist (June 2013).

Myrto Petreas is the Chief of the Environmental Chemistry Branch of DTSC. She is a chemist and epidemiologist interested in exposure assessment. She manages interdisciplinary studies to assess exposures to environmental contaminants and their health effects to humans and wildlife. Her Branch provides analytical and consultation support to DTSC and Cal/EPA on dioxin-like chemicals, flame retardants, Perfluoroalkyl and Polyfluoroalkyl Substances (PFASs), and other chemicals of emerging concern. She serves on national and international committees on issues related to dioxin-like chemicals and flame retardants. She is the recipient of several federal grants and has numerous publications.
