Bio:

TIMOTHY K. PARKER, PG, CEG, CHG. Tim is a Principal with Parker Groundwater in Sacramento, where his current practice focuses on strategic water resources planning and policy consulting, groundwater management planning and program implementation, and groundwater resources development. Tim’s groundwater experience has included both contaminant hydrogeology and groundwater resources development and management in public and private sectors, and he was previously Schlumberger Water and Carbon Services, and prior to that with the California Department of Water Resources. In his current roles with GRA, Tim serves as a Director, Legislative Committee Chair, GRA Liaison to the California Groundwater Coalition, California Water Plan Public Advisory Committee, and on several GRA standing committees. During his tenure with GRA, Tim has chaired or co-chaired 12 symposia, served as President (2000 & 2001), Vice President, Secretary, Branch President, and co-authored the book “California Groundwater Management”, second edition published by GRA in 2005. He is a California Professional Geologist, Certified Engineering Geologist, and Certified Hydrogeologist. Tim currently serves as a Director of the National Ground Water Association-Association, Scientists and Engineers Division, as a member of the NGWA Regional Groundwater Resources Management Task Force, Groundwater Protection and Management Subcommittee, and Theis Committee; and as Chair and a Director of the American Ground Water Trust. Tim also serves on the Advisory Committee on Water Information, Subcommittee on Ground Water (SOGW), National Ground Water Monitoring Network Pilot Project Implementation Work Group, developing a groundwater level and groundwater quality monitoring network for the nation.

1993 – Present: Groundwater Resources Association of California
2000 – Present: Member Board of Directors. Attends board and committee meetings and functions, special events. Serves on committees or task forces and takes on special assignments. Informs others about the organization. Assists the board in carrying out its fiduciary responsibilities, such as reviewing the organization's annual financial statements.
2000 – 2001: President State Organization. During two year tenure, lead the organization to what appears to be a long term increasing trend in membership, financials, and increased programs with greater diversity including more focus on water resources technical issues. Initiated active role of GRA in groundwater legislative arena through meetings with legislators and testimony on legislation.
2001 – Present: Legislative Committee Chair. Elevated efforts in groundwater legislative arena has provided GRA with an increase in visibility and recognition. Participated at committee meetings on AB599 Groundwater Monitoring Act of 2001 by providing input on the development of a statewide, comprehensive groundwater plan and database management system for California. Provided planning input and recommendations, and testimony at legislative hearings of the Assembly Select Committees on Groundwater Quality and Availability and on Water Management, Storage, Conservation and Supply. Resurrected the GRA annual lobby day at the capitol and provided an annual to semi-annual educational briefing to legislative staff. Initiated development of legislative guidelines for the organization and obtaining input from the membership on key legislative issues.
